This dance is called 'Manorah Boochayan' (Sacrificing Manorah), usually perform before a cremation. I took this video last week. Unfortunately, my camera ran out of batterries so I got only a short clip but I also have some still photos.

Noel was the dance performed during a special function in front of a crowd or was she just practicing?

She performed in front of a crematory. Not many people watched closely because the weather was hot.
